QAQC INSPECTOR

Scope of Responsibilities
Responsible for monitoring and reporting compliance with project specifications, drawings, codes, standards and procedures of all fabrication, installation, erection and testing processes during construction leading to mechanical completion.
Recommend methods to improve overall quality and assists in analyzing quality concerns.
Supervise and coordinate Petrofac subordinate inspection personnel.
Monitor, supervise and assist subcontractors to achieve the planned quality objectives.

Primary Duties
• Witness inspection/test within their disciplines based on approved ITPs
• Co-ordinate with TPIs
• Ensure installation and test procedure(s) are followed
• Coordinate all site inspections with the site subcontractors
• Assist discipline leader in forecasting Inspection/Test requirements of each tagged items
• Ensure that all inspection reports are accurate and that all attached documents are current status and are complied
• Ensure all work is correctly prepared prior to any inspection being undertaken
• Liaise with the site construction engineers and provide assistance when requested
• Prepare non-conformance reports to the Quality Manager and assist in developing corrective actions
• Coordinate with the site subcontractors to ensure that communications exist and are maintained
• Assist the site subcontractors in the resolution of drawing interpretation
• Review work procedures and method statements for compliance with good work practices and the customers contract specializations
• The issuance of non-conformance reports in conjunction with the Quality Manager
• The completion of QC site instructions and coordinate their closure the review of inspection test packages during the course of construction activities
• Compliance with the site's health and safety regulations
• Ensure installation in compliance with project specifications, drawings and applicable code requirements
• Monitor performance of sub-contractors, ensure personnel are qualified and competent to perform allocated tasks, have valid certification, where required, for the techniques in use
• Maintain all controlled document files and test records in a timely and accurate manner
• Monitor calibration status and condition of Inspection/Test and Measuring instruments
• Coordinate with construction supervisors for timely issue of Request for Inspection’s as work progress
• Reports inspection results and quality performance to related Discipline Leader on a daily basis
• Conduct and document process and system audits using written procedures as audit standards
• Assist in the writing and updating inspection procedures, protocol and checklists
• Ensure closure of all Requests for Inspection and related inspection/test records (Inspection Test Reports) immediately after successful completion of each inspection
• Report daily Request for Information and Inspection Test Reports closure status to discipline leader at the end of the each working day
• Report back to discipline supervisor, if any refining required in Inspection Test Reports forecast based on actual site condition
• Immediately report any cost effecting inspection results to discipline supervisor and also highlight to engineering
• Perform Daily Surveillance at site and report findings to Quality Manager Participate in Quality Walkthroughs
• Perform pre-acceptance survey of works and documentation prior to testing
• Carry out any other duties as and when required by the discipline supervisor

Job/Cost Impact
Responsible for timely inspection and quality compliance of all project activities. Acts as coordinator between Construction, Commissioning and the Client on quality compliance issues.

Decision Making Authority
Can take all decisions related to inspection, welding, material and NDT tests (which don’t have impact on time or cost of the project). Perform other decisions in consultation with quality manager and Project Manager/Project Director.

Supervisory Responsibility
Supervises Subcontractor Personnel, Field Inspectors, Vendor Inspectors.

Work Contacts
Internal Contacts with all departments of Sharjah office, site office and regional office expeditors.
External contacts include vendor quality manager, TPI coordinators, TPI inspectors, Site QC Engineer, field inspectors, technical experts on welding and painting.

Minimum Requirement
Engineering Diploma/Degree: 10 years’ experience in the relevant QC discipline for Diploma and 7 Years For degree related to Oil & Gas industry. NDT Level II certifications and preferred discipline related certifications as applicable.
