Scope of Responsibilities
Lead the Project HSSE department and provide day-to-day HSSE service that is effective and suitable to
support Project’s HSSE objectives. Identify and promote opportunities for HSSE performance
improvement within the Projects and ensure that Project HSSE requirements are widely and consistently
understood and implemented.
Primary Duties
- Review the contract requirements and HSSE Management system of the Clients and oversees the gap analysis process to ensure that Petrofac’s HSSE Management System is in line with Clients HSSE requirements.
- Ensure to develop project HSSE Plans and operational control procedures as required to implement robust HSSE Management system on a project.
- Provide a day-to-day HSSE management service that is effective and suitable to support HSSE policy objectives and Project HSSE requirements.
- Ensure to implement Petrofac HSSE initiatives ( PAI, SAO, Golden Rules of Safety, Synergi, S.S.E, STEP etc.,) on the project.
- Ensure that HSSE requirements are widely and consistently understood and implemented on the project.
- Oversee day-to-day management of HSSE for construction / Commissioning activities on the project.
- Leadership and responsibility, and approval authority for all aspects of HSSE including objectives, schedules/programmes, plans, resources, documentation, ISO14001 & OHSAS 18001 compliance, HSSE legal compliance, incident response/investigation on the project.
- Implementation, review and monitoring of Project HSSE Management System.
- Day-to-day management and direction of HSSE personnel on the project.
- Development and application of hazard identification and risk assessment strategies to reduce the risks to ALARP. Lead the Hazard and Risk Management workshops and ensure implementation of control measures.
- Implement Sub-contractor Management standard( Pre qualifications, HSSE evaluations etc.,) effectively.
- Ensure that HSSE training program for the project is effectively implemented.
- Maintain a daily working relationship with Project HSSE team, line management and subcontractors in relation of their respective compliance with the provisions of the HSSE policies, HSSE Plan and legal requirements, and also with Clients in respect of their expectations.
- Contribute to the HSSE lessons learned forum and communicating more widely where appropriate. Ensure Petrofac HSSE requirements are communicated to all projects and other relevant personnel and verify compliance by all appropriate means (meetings, inspections, monitoring, and audits).
- Participate in and where necessary lead the investigation of major incidents and high potential near misses.
- Oversee the implementation of HSSE compliance assurance programs on the project. Managing the HSSE component of the action tracking system.
- Ensuring all Emergency Response planning is in accordance with project requirements and Preparedness is tested periodically.
- Provide regular, reliable reports and data for monitoring HSSE performance and informing management decisions as per the approved time frame.
- Review the HSSE performance regularly with the Project Management and provide inputs to identify areas for improvement to achieve continual improvement.
- Provide support as requested by the Operational leads / Project Management /Functional HOD.
Minimum Requirement
Sr. HSSE Manager
University Degree (minimum 4 years of Bachelor’s Degree) or NEBOSH Diploma Plus
12 years of HSSE experience, 10 of which is Oil & Gas site experience
Lead Auditor OHSAS 18001 & ISO 14001
Or If qualified by experience:
High School or equivalent degree
15 years of HSSE experience, 12 of which is Oil & Gas site experience
NEBOSH Certificate
Lead Auditor OHSAS 18001 & ISO 14001
HSSE Manager
University Degree (minimum 4 years of Bachelor’s Degree) or NEBOSH Diploma Plus
10 years of HSSE experience, 8 of which is Oil & Gas site experience
Lead Auditor OHSAS 18001 & ISO 14001
Or If qualified by experience:
