Scope of Responsibilities
Lead a team of engineers and designers in carrying out basic/detailed engineering work for large sized projects assuming entire responsibility for conceptual and detailed design and provide necessary technical information for costing/procurement in compliance with tender specifications/guidelines, quality
requirements and within budgeted man-hour and project schedules.
Primary Duties
  • Review the ITB (Invitation to Bid) documents submitted in the proposals stage, delegate work, raise technical queries, manage inputs to other disciplines, review techno-commercial vendor offers; prepare proposal technical writeups and man-hour estimates.
  • Supervise the verification of design integrity. Use Process Simulation software such as HYSYS and PIPESIM to ensure project specification details in the FEED Packages are feasible. Interpret and evaluate reports from process engineering software. Evaluate and compare the various Feed package documents and Data Sheets using scope of supply analysis and heat-and-mass balance calculations. Identify discrepancies and inconsistencies take corrective action where required.
  • Verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantify total number of engineering deliverables, man-hour allocation, format of delivery, time schedules and other requirements for execution of the work.
  • Coordinate with projects and planning on project time schedules, establish target completion dates, ensure target dates are achieved.
  • Lead the preparation of the Technical Document Register (TDR) for process activities, carry out Contract Review; review all key process deliverables to ensure correctness. Identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries or meetings with projects/client.
  • Recommend, assign and distribute manpower for the execution of engineering activities within budgeted project man-hours. Recommend cost effective measures to reduce overall manpower costs.
  • Supervise the preparation of Start-up and Operations Manuals. Prepare Operational Test Procedures (OTP’s) when required. Provide support to commissioning teams when required.
  • Supervise system engineering for finalizing P&I diagrams, performing equipment sizing / rating calculations and finalizing suitable materials of construction conforming to process/ service requirement
  • Interface and provide clarification and guidance and technical support to construction sites and commissioning engineers provide start-up assistance as required.
  • Supervise the preparation of design and equipment calculations for identification and verification of equipment parameters including calculations for valve sizes, pumps, vessels, exchangers, columns, safety valves, control valves, shutdown valves, line sizing, logic diagrams etc.
  • Lead the preparation of equipment lists for downstream engineering disciplines. Ensure equipment compatibility and conformance with client specifications. Recommend cost effective measures to reduce the overall project costs, ensuring technical and safety compliance.
  • Interface and regularly meet with client and vendor representatives, conduct internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues. Update TDR progress reports through the use of PETROCEPT software.
  • Perform/supervise all safety related process calculations such as blow-down /depressurizing, safety relief etc. Participate in all Design Reviews, HAZID, HAZOP and Model Reviews. Close out HAZOP actions related to process design and implement the action in process documents.
  • Interact with Quality Assurance for quality issues, strictly ensure compliance with Company’s ISO Quality procedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.
  • Provide Performance / utility guarantees and prepare guarantee test procedure.
  • Participate in employee performance evaluations, establish performance criteria, identify employee strengths and weaknesses, and recommend training and development requirements.
  • Identify training/development needs for team and participate in establishing career path.
  • Perform related duties as and when directed by Direct Supervisor.
Minimum Requirement
Bachelor’s Degree in Chemical Engineering with a minimum of 15 years of related experience preferably from a background in working for consultancy organizations in the EPC of the Oil and Gas Industry.

Description

 1. Scope of Responsibilities

Lead a team of Piping Engineers and designers in all respects, support & guide the team to ensure design integrity in all the projects, proposals & implement Petrofac Piping Design procedures through the team.

2. Primary Duties

 Resource management within team and supervision of Piping engineers, designers and technical personnel.
 Work as technical expertise during various phases of project execution and proposal engineering. Identify & manage team resources and development of resources for short term & long term needs.
 Lead peer review group for technical integrity check of proposal/ projects.
 Carry out the role and responsibilities as a Functional Manager for the team.
 Work with Project, Customers and vendors to resolve technical issue.
 Assist in Promoting innovation, departmental improvement and team working.
 Assist Discipline Manager in development of design guides and procedures.
 Assist Discipline Manager in developing strategies for continuous improvement of knowledge base, cost consciousness, quality and safety in response to demands of EPC business.
 Provide feedback to Discipline Manager for the employee performance evaluations, establish performance criteria, identify employee strengths & weaknesses and recommend training & development requirements.
 Shall assist in recruitment tasks in identifying qualified engineers and designers.
 Perform related duties as & when required by Discipline Manager.
3. Job/Cost Impact

Provides technical support and guidance to Principal Engineers / Senior Engineers in converting the project from concept to detailed engineering.

4. Decision Making Authority

Decisions limited to administrative and technical issues related to work in Consultation with Managers, Discipline Manager on main issues which may affect discipline performance. Works in tandem with lead engineers on mobilization/demobilization of personnel.

5. Supervisory Responsibility

Supervises Principal Engineers, Sr. Engineer’s, all engineers & designers.

8. Physical Effort and Work Environment

Duties performed in main office mostly in air-conditioned surroundings. Occasionally incumbent would require travelling to sites and vendor workshops. Approximately, 40% time spent in verification of project deliverables in capacity as Technical Authority, 20 % time spent in meetings, 20% time in discipline administration and 30% in quality & technical development.

9. Minimum Requirement

Bachelor degree in engineering with minimum 15 years’ experience at least 10 years’ experience in engineering consultancy or EPC company in Oil & Gas petrochemical industries.

Petrofac is recruiting a Lead Commissioning Engineer on a contract basis to be located onshore in Shetland  

The Role:

We require a Lead Commissioning Engineer on a contract basis to support our work on the Laggan Tormore project based in Shetland.  This role will be dealing with RFSU (ready for start-up documentation) to handover to client for acceptance.

Specific duties include:
  • responsible for Construction and Commissioning project deliverables
  • produce and deliver Commissioning procedures for the project
  • ensure timely delivery of project work-packs, making sure that work-packs contain only relevant information for the package
  • liaise with engineering to ensure their deliverables meet the project requirement
  • capable of discharging responsibilities to key project individuals
  • checking and signing off completed work packs
The successful candidate must have offshore knowledge and experience in construction and commissioning as well as previous experience in a Lead Commissioning Engineer position. All applicants must also have a Technical qualification, HNC standard or equivalent.
